Indonesia’s healthcare insurance scheme is struggling to gain traction three years after its launch, with a continued drop in satisfaction among users.

Poor services offered at public hospitals and the difficulty of accessing medical facilities in a country spread across a vast archipelago are factors, but abuse of the scheme by participating hospitals and fraud by users are also to blame.

The number of people benefiting from the scheme, known as the JKN (Jaminan Kesehatan Nasional), may be less than official figures claim. An existing mismatch between insurance payments and claims paid could hit IDR6.7 tn (USD500 mn) in 2017 and double to IDR12.7 tn in 2019.
